STATEMENT BY THE PRESS SECRETARY

On Tuesday, December 16, 2003, the President signed into law:

H.J.Res. 82, making certain further appropriations for the fiscal year 2004 for the Federal Housing Administration and the Federal Aviation Administration; and

S. 877, which imposes limitations and penalties on the transmission of unsolicited commercial electronic mail.
