John Lucey is a Senior Advisor to the White House Office of Intergovernmental Affairs for Implementation. He most recently served as the Deputy Associate Administrator for the Office of Congressional and Intergovernmental Affairs at the Environmental Protection Agency, where he led outreach to state and local governments on the Agency’s regulatory agenda and funding opportunities presented by the Bipartisan Infrastructure Law and Inflation Reduction Act.

John first joined the Biden-Harris Administration from the North Carolina Department of Environmental Quality (NCDEQ), where he served as the Agency’s Chief Strategy Officer.  His work included helping create and manage the implementation of both North Carolina’s Clean Energy Plan and Risk and Resiliency Plan.  He also provided guidance to the Department on significant state initiatives including the Duke Energy Coal Ash Settlement, the North Carolina Environmental Justice and Equity Board, and the Chemours Consent Order. Previously, he served on Governor Roy Cooper’s gubernatorial campaign.

From Wake Forest, North Carolina, John holds a J.D. from the Columbus School of Law at Catholic University and is a proud graduate of Central Piedmont Community College and North Carolina State University. He currently resides in Washington D.C. with his wife, Lydia, and their rescue puppy, Josie.
